Recently, the China National Intellectual Property Administration issued the Notice on Carrying out the Demonstration Work of Building a Powerful Intellectual Property Country for Enterprises in 2023, which aims to carry out the declaration, assessment and review of national intellectual property advantage enterprises and national intellectual property demonstration enterprises in 2023 for enterprises.
1. Declaration conditions
Declaration of Advantageous Enterprises: Enterprises with certain influence and outstanding intellectual property advantages in the region;
Application for demonstration enterprise: It should be an advantageous enterprise that has been cultivated for 3 years.
2. Assessment scope
Advantageous and exemplary enterprises during the cultivation period must participate in the annual assessment every year. The scope of assessment for the year 2023 includes advantageous enterprises and demonstration enterprises recognized and reviewed in 2022. The annual assessment results of enterprises will serve as an important reference for review. Enterprises that have not participated in the assessment for two consecutive years will have their review qualifications cancelled.
3. Scope of review
Advantageous and exemplary enterprises that have been cultivated for three years must undergo a review. The scope of review for the year 2023 includes enterprises that were recognized as advantageous and demonstration enterprises in 2019 or earlier, and did not participate or pass the 2022 review. Enterprises within the scope of the 2023 review that did not participate or fail this review will have their advantageous or demonstration enterprise qualifications cancelled.
2、 Work Procedure
1. Organizational evaluation
Local intellectual property management departments organize enterprises within their jurisdiction to participate in application, assessment, and review to fill out registration information online, and conduct audits according to corresponding conditions and scope. After passing the review, enterprises will undergo unified evaluation of innovation management and international standards for intellectual property. The evaluation results will be comprehensively determined based on the key work of the enterprise, such as patent product filing and the “Thousand Enterprises, Hundred Cities” trademark brand value enhancement action.
2. Recommend reporting
Declaration recommendation. All local intellectual property management departments, in combination with the actual work, organize the review of the applicant enterprises passing the 2023 annual evaluation, determine the recommended list of advantageous enterprises and demonstration enterprises within the upper limit of the number of quota (click “Read the original text” to view the annex), and submit the review and the recommended list to the Intellectual Property Application Promotion Department of the China National Intellectual Property Administration. Priority will be given to recommending specialized and innovative small and medium-sized enterprises.
Assessment, review and reporting. All local intellectual property management departments shall review the qualified assessment and review enterprises, preliminarily determine the list of advantageous enterprises and demonstration enterprises that have passed the assessment and review, and submit it to the Intellectual Property Application Promotion Department of the China National Intellectual Property Administration.
3. Audit and certification
The China National Intellectual Property Administration will review and confirm the recommended list of advantageous enterprises and demonstration enterprises reported by local intellectual property management departments, as well as the list of enterprises preliminarily determined to have passed the assessment and review, and issue a document for confirmation after the announcement of no objection.
3、 Declaration channel
Starting from July 24th, enterprises that apply for advantages and demonstrate, as well as enterprises that assess and review advantages and demonstrate, can all pass the management system (website) https://declare.tc554.org.cn ）The enterprise entrance completes registration, fills in registration information online, and conducts evaluation after being reviewed and approved by the local intellectual property bureau. Enterprises that pass the review are required to complete the evaluation work before August 31st.
